KIndly enlighten me whether a bulk order of adhoc promotion order, ordered by the Head of the department of a central govt organisation can be amended to reversion of a particular and much senior employee in the list by a junior officer than HOD, without knowledge/approval of the HOD  and that too without any refusal of promotion by the employee concerned/ without seeking any explanation from him and without any reason being given in that amended order.
please also provide , if any judgement of the honourable SC/ HC or CAT is available on this type of situation.
