The street infront of my house is just 20 feet wide. My neighbour (directly opposite to my house) parks his 2 cars (Qualis and Sparx) infront his own house but this obstructs the street in such a way that no other vehicle can pass through it. We have to spend hours ringing his doorbell to get  some way for other vehicles too. What can be done in such a matter?  please advise.
