request for advise on torture, blackmail, criminal conspiracy by a father

Greetings. Am an  NGO consultant and would like to bring a classic case of abuse, torture and misuse of position as the Head of an undivided Hindu family, father and husband   by a cold blooded  criminal. I request your kind self to enlighten me about the relevant provisions of law in civil/criminal jurisprudence to bring this culprit who is yet to be brought before law.
The culprit in question hails from a wealthy agriculturist family in Chittoor district of Andhrapradesh. At the age of 17 while he was a residential student  he along with another co- residential student develops illegitimate relationship with the concubine of his teacher  late Sri Seenaiah. The teacher was thrown out of that house by these 2 students with the help of local goons. After 2 years i.e., when he was 19 years old his father and paternal uncles die one after another. one of his paternal uncle who was the Kartha of the HUF died without any issues. His widow insisted that she will gift away her 1/3share of joint family property to whoever marries her brother’s daughter. He refuses to marry her. But when his elder cousin brother gets ready to marry her he marries her fearing that he would loose 1/3 of the joint family property.He kept his wife and also her paternal aunt in the village and sadistically avoid coming to the village as a vengeance.
Even after the marriage he continues to live in a red light area  with the concubine of his teacher along with  his co-student in a nearby town  which was a small principality and known for prostitution. He used to visit the village only once in an year just to sell the produce from his landed property and the wife used to live in the village it self. He had many concubines in Chennai/Tirupathi and was away from the family for almost 11 months in an year leading a wayward life without any hindrance.
He begets 3 male issues through his legitimate wife. The second son is 11 years younger  and the third son is 16 years younger than the eldest. The  concubine  of his teacher dies of cervical cancer. The co- student leaves the house. The eldest son of the culprit in question could not bear the red light environment and raises revolt against the father .The father / the head of the family conspires with some goons and brings them in the dead of night and gets his eldest son beaten up mercilessly and with the help of a police officer  who was known for his loyalties towards smugglers of Sathyavedu rather than to the police department bribes the local police at that time and  puts him in the lock-up and from there takes him to govt. mental hospital at Chennai  and keeps him there for next 3 months by bribing the Superintendent of that hospital . He uses the services of a lady gynecologist who was his child hood friend   and her cousin brother from the western parts of Chittoor district and a local medical officer who was a morphia addict and who used to visit the  culprit’s house in red light area  frequently to  self administer morphine.
The culprit’s wife is a diabetic now and is aged around 80 and the culprit is aged about 85.The wife needs Rs 5000/pm for medicines and he tortures her by not giving her money   and tells her to die by consuming poison instead of living by consuming so many medicines. Her property alone fetches him Rs 6 lakhs per annum.
1)      What are the provisions under Indian law that deal with a father and head of the family who forces his wife and children to live in an unhealthy environment /red light area?
2)      How can we initiate action  for his conspiracy against his eldest son who refrained from taking action as his younger brothers were too young at that time and then for the welfare of the female issues of his younger brothers?
3)      What are the changes to be made in Hindu laws to prevent such type of abuse of power /position  just to safeguard  the  wayward life style  by the head of an undivided hindu family?
 
Just as we are fighting for accountability/honesty  in our political institutions we should try to  prevent  or fight against lack of accountability/selfishness/ criminality/self centered nature/ wily, cruel and conspiratorial attitude in HUF also.
 
 
Can you kindly take up this matter as a socio-legal  research  project on behalf of your organization  and let me know the legal options/remedies/protection available under  civil/criminal/human rights laws ?
