Dear Sir,

in July 1996, posts of naib tehsildar was advertised and application received but no further process was initiated till July 1998. In 1998 they took a writen test and 1999 interviews were conducted and appointments were done in May 1999.

In December 1996 Punjab government issued directions to increase OBC reservation from 5% to 12% and advised to implemented in toto for all recruitment.   

My Question is that since recruitment process was delayed for 2 yrs. and they also added 2 more posts (but didn't advertised afresh) can we claim benefit in appointment with the help of revised reservation policy..

Which policy will come in force??
1. Policy at the time of Advertisement 
2. Policy at the time of initiation of recruitment process.
3. Policy at the time of appointment.

Kindly revert asap.
