Parental agricuture land of scheduled cast.

A scheduled Tribes illiterate farmer had purchased an agriculture land of a scheduled cast farmer in the year 1974. The scheduled tribes farmer had got Registery and girdawari also in the own name/prepared by the government officer.The scheduled cast farmer have another parental agriculture land in possession that time.thus ,he still have agriculture land.
The purchased land is in possession of the Scheduled tribe,right now.
After more than 30years, He got a notice from govt.deprt.(in the year 2004) and now it is in the court of Revenue appellent Authority.
The scheduled Cast farmer had been expired long back(may be in the year 1978-79).The scheduled cast person or his family had never objected till year 2004.In this matter,I would like to know;
01.was it a valid registry at that time?
02.If no,then how a learned government officer prepared and sighned the registry and girdavary. who will be responsible?
03.If the tribe farmer leaves the land,then is he gets the money with interest from either heir of the SC farmer or govermnet.
04.Is a illiterate farmer not cheated by learned government officer.If yes,then,have the tribe not right of Natural justice because both SC AND ST farmers were not aware these law.
