I had booked a Flat in South Mumbai in 1984 with a Builder who promised to deliver within 3 years.But unfortunately he didn't keep his promise and did not commence the construction above the plinth level.All this time He had been promising verbally but nothing in writing.Also i came to know that the Builder had not conveyed the property in his name inspite of passing 27 years.I had already paid the required stamp duty and registered the document in 1984.Now in 2012 i am still entitle for my right on the flat which was purchased in 1984 and not yet delivered till day.Do please guide for same.
