(i) such number of offices of Pradhan and Up- Pradhan of Grain Panchayat in the district for the Scheduled Castes and Scheduled Tribes as nearly as may be, in the same proportion as the total number of offices in the district bears to the population of the Scheduled Castes or, of the Scheduled Tribes in the district bears to the total population of that district;
